The Challenge.
Despite a robust set of offerings, the City of Sacramento recognized that many small business owners were unaware of available resources—or unsure how to access them. With limited centralized branding and inconsistent messaging across materials, the City needed to create a clear, engaging brand identity for the Business Solutions Center. The goal: build trust and visibility among entrepreneurs and establish a platform that could grow with future services.
Our Approach.
Sagent partnered with the City to develop a complete brand identity, messaging platform, and library of content assets for the Business Solutions Center. Using a five-phase process—Discover, Plan, Create, Implement, and Evaluate—the team translated complex program offerings into accessible and compelling communications that inspire confidence and action. The work resulted in a professional, scalable communications system that helps City staff engage with business owners more effectively and consistently.
The Results.
While this project was not measured through media impressions or ad recall, its success lies in the foundational tools delivered. The brand is now live across multiple City platforms and serves as the face of Sacramento’s small business support system. City staff report increased confidence in their ability to communicate clearly, professionally, and consistently with small business owners. The branding work has laid the groundwork for deeper engagement, especially with communities that have historically lacked access to such resources.
