The Challenge.
HDR Inc. & Link21 needed to inform residents across Northern California’s 21-county megaregion about its rail improvement plans while ensuring marginalized communities had a voice in the process. Reaching these diverse populations in meaningful, culturally relevant ways was a key challenge.
Our Approach.
Sagent built a people-first approach outreach campaign grounded in cultural sensitivity and community partnership. We met people where they were—at heritage festivals, on transit lines, and in familiar public spaces. By collaborating with local organizations and providing materials in English, Spanish, and Traditional Chinese, we created inclusive experiences that encouraged dialogue, trust, and participation.
The Results.
- Participated in 14 culturally significant events—including the Sacramento Juneteenth Festival and Auburn Big Time Pow Wow—to engage community members in familiar, trusted settings
- Engaged more than 430 residents, including over 80 current transit riders, through in-person conversations, on-site surveys, and informational materials
- Reached African American, Native American, and Chinese-speaking communities by partnering with local organizations and providing outreach materials in English, Spanish, and Traditional Chinese
- Gathered community input that was directly integrated into Link21’s transportation planning, helping ensure the program reflects the needs and priorities of diverse populations
